the ratio of donations to taxpayer money is £1 raised £21.40 taxpayer - in what world is this not a govt shadow organisation while its activities may possibly be charitable its structure is wholly based on govt funding. Just to give some perspective i selected the Salvation Army & the ratio for the last 3 yrs is £90 raised £1 taxpayer!!!! now that is a charity.

Govt grants should be legally limited to a max 1:2 ratio - if you can't raise 1/3 of the money from the public then your work does not have public support!
