Remove all public subsidy from all universities and make them stand on their own two feet. If they want to offer bizarre courses, let them, and see how many customers they get who are willing to pay fees. The market would cleanse all the crap from the system leaving just the courses that people are willing to pay for because they will provide a positive lifetime return on investment.
And if anyone (outside the public sector) is willing to pay for “research” such as described, fine; but if there’s no customer for it, then it won’t happen. Or will only happen as the part time hobby of someone who has a real job or is retired.
The availability of public funds is just a recipe for corruption; the stench of corruption in the current system is overwhelming.
